e-MFP Request for Proposals - Gender Lens Investing (GLI) Consultant

The e-MFP GLI Action Group is seeking a consultant to support the creation of a GLI Resource Portal.

 Duration: July 2025 - Q2, 2026

Location: Remote

Reporting to: Sam Mendelson, e-MFP Secretariat


1. Background

e-MFP is the leading network of organisations and individuals active in the inclusive finance sector in developing countries. Within e-MFP, the Gender Lens Investing Action Group (GLI AG) brings together practitioners, investors, TA providers, and researchers committed to advancing gender equity through financial services.


GLI AG is seeking a consultant to support the creation of a GLI Resource Portal: the mapping of sector resources and from this, the design and population of a filterable, curated, annotated GLI Resource Portal that helps inclusive finance stakeholders navigate and apply gender-relevant tools, diagnostics, and frameworks.


2. Objectives of the Assignment

The Consultant will lead the design, curation, and content development for the GLI Portal, working closely with the e-MFP Secretariat and a part-time developer (to be contracted separately).


3. Scope of Work

This consultancy will involve:

A. Tool Mapping and Curation

  • A landscape review of existing resources. Review, assess, and organise existing GLI tools, frameworks, diagnostics, and guides from key sources (e.g. 2X Global, Equilo, SPI5, WEPs, GKL, FinEquity, IDB, IFC, etc.)


B. Tagging Architecture and Filtering Logic

  • Develop a taxonomy and tagging system for portal filtering (e.g. by stakeholder, depth, region, topic)

  • Collaborate with developer to ensure front-end usability


C. Annotation and Editorial

  • Draft short, accessible summaries for each resource, indicating:

○ Who it’s for

○ What it contains

○ How to use it

○ Why it’s relevant

  • Ensure clarity and tone suitable for practitioners across diverse contexts


D. Member and Stakeholder Engagement

  • Coordinate with AG members, including Advisory Committee, to source tools and get feedback

  • Participate in periodic check-ins with e-MFP and Advisory Committee

  • Remotely or in-person, present mapping/portal development process at European Microfinance Week 2025 in November.

Note: this timeline is only indicative, and the AG lead will work closely with the Consultant at all times to develop a timeline that is feasible and that the outputs of this consultancy are high quality and useful for users.


5. Profile of the Consultant

The ideal candidate will have:

  • Proven experience in gender lens investing in inclusive finance

  • Extensive and up--to-date familiarity with the GLI ecosystem of tools, standards, and actors (e.g. 2X, Equilo, FinEquity, WEPs, et al)

  • Strong writing and summarisation skills; ability to translate technical tools into user-friendly language

  • Experience collaborating with digital content teams or developers a strong plus

  • Fluency in English required; French or Spanish competence a plus


6. Contracting and Remuneration
  • The consultancy will be contracted by e-MFP

  • Payments will be milestone-based, linked to deliverables


7. Application Process

  • A short cover note outlining relevant experience and proposed approach (max 2 pages)

  • CV

  • If relevant, examples or list of previous related work (e.g. resource guide, curation work, toolkits, annotated collections)

  • Daily rate, estimated level of effort, total budget, and availability
