Philippe Breul, Founder and Partner, PHB Development Philippe is a highly experienced mobile applications and payments specialist with more than 20 years’ experience. He founded PHB Development in 2006 with the ambition of facilitating the development of innovative delivery channels and products that extend financial access to the poor. He has led assignments assessing the regulatory environment and designed enabling policies on e-money. He has recently begun monitoring and evaluating mobile banking technical assistance for Gates Foundation’s Mobile Money for the Unbanked Program and IFC in South Africa and Indonesia. Moreover, he has assisted a large number of international development agencies, mobile network operators, payment processors, banks and MFIs to develop mobile money ecosystems. Prior to setting up PHB Development, he held various senior positions within mobile network operators in Africa. Philippe is also the Head of the e-MFP Digital Innovations for Financial Empowerment Action Group, a seasoned speaker at international conferences and author of various publications.
